Digital Sovereignty: Do you really have control over your IT?

Digital sovereignty has become a strategic issue for businesses. But when we talk about sovereignty, one question often comes to mind: where is our data stored?

The question is important. But it is no longer enough.

As businesses increasingly rely on cloud services, artificial intelligence and ever more complex technology ecosystems, another question is becoming critical: who really controls their IT environment?

Digital sovereignty is not simply about where data is hosted. It is also about the architecture, the technologies selected, the dependencies created and the ability to evolve an IT environment over time.

Being in Europe does not mean having full control

Hosting data in Europe is an important first step. But digital sovereignty cannot be reduced to a geographic location.

An infrastructure may be physically located in Luxembourg or elsewhere in Europe while still relying on software, technologies or services provided by external players. The question then becomes one of control: who manages the environment? Who holds the access rights? What dependencies exist? And, above all, what happens if the business wants to switch providers?

Sovereignty is therefore also a property of the IT architecture.

An infrastructure designed to preserve visibility, flexibility and reversibility does not present the same challenges as an environment whose components are heavily interdependent.

Being sovereign does not mean being independent of everything. It means being able to choose what you depend on.

Cloud and AI: new dependencies to manage

Cloud computing has brought considerable flexibility to businesses. Resources can be accessed quickly, infrastructure can scale according to requirements, and investments can be more closely aligned with actual usage.

But this flexibility can also create dependency when a company concentrates a significant part of its IT environment with a single provider or on proprietary technology.

The question is therefore no longer whether businesses should move to the cloud, but which environment is genuinely suited to each workload.

This becomes even more strategic with the rise of AI.

Artificial intelligence projects require significant computing power, as well as data, infrastructure and services capable of processing it. Europe is also seeking to strengthen its own capabilities in this area, with the European Commission supporting the development of AI Gigafactories to increase Europe’s computing capacity for AI.

Behind this ambition lies a clear strategic objective: to strengthen control over the infrastructure that will support tomorrow’s critical technologies.

For businesses, the same reasoning applies on a different scale. Which data can be entrusted to an AI solution? Where is it processed? Which services are critical? And what happens if access to a technology or provider becomes unavailable?

Reversibility: a practical measure of sovereignty

There is ultimately a simple way to test the level of sovereignty of an IT environment:

What would happen if you had to move away from it tomorrow?

Changing cloud providers, moving a critical application or migrating data can quickly become complex when an environment is heavily dependent on a particular technology or provider.

Reversibility should therefore not be considered only when a change becomes necessary. It should be part of the architectural thinking from the outset.

Interoperability, documentation, access management, data portability and appropriate architectural choices are all levers that help preserve decision-making capacity over time.

A truly controlled infrastructure is not simply an infrastructure that performs well. It is an infrastructure whose choices can still evolve.

Four questions to assess your digital sovereignty

Before talking about sovereignty, it can be useful to go back to a few very practical questions:

Where is my data actually stored, and who can access it?

Physical location is not enough. It is also essential to understand access, administration and governance mechanisms.

Which technologies or providers am I dependent on?

Identifying critical dependencies makes it possible to assess the risks associated with changes in conditions, technology or providers.

Can I move my workloads if necessary?

Portability and reversibility are essential to maintaining flexibility over time.

Do I have the operational capacity to regain control of my environment?

Sovereignty is not only about technology. It also depends on skills, processes and the ability to operate the environment effectively.

These questions help move from a theoretical view of sovereignty to a much more practical one: how much freedom does our IT architecture really give us to make decisions?

Sovereignty does not mean doing everything yourself

Digital sovereignty does not necessarily mean bringing everything in-house.

Managing a complex infrastructure alone can create other forms of dependency: a shortage of skills, limited resources, difficulties in ensuring continuous availability or an inability to keep pace with rapidly evolving technologies.

The challenge is instead to find the right balance between autonomy and support.

Businesses can rely on partners to operate and secure their IT environments while retaining control over the elements that are strategic to their operations.

Private cloud, hybrid environments and managed services can support this approach: providing the flexibility and expertise required, without losing sight of control, security and reversibility.

Keep the ability to choose

Digital sovereignty is therefore not about returning to an entirely on-premises model. Nor is it about cutting businesses off from international technologies.

It is about retaining the ability to choose.

  • Choosing where to host a workload.
  • Choosing which data to outsource.
  • Choosing which dependencies to accept.
  • Choosing when to evolve your infrastructure.

Digital sovereignty is ultimately not about eliminating every dependency. It is about preventing a dependency from becoming a constraint.

In an ever-changing technology landscape, maintaining control over your IT means, above all, maintaining the ability to choose.
